　　记者：您如何看待当前全球南方国家之间的合作？

　　陈姝伶：近年来，全球南方合作再度升温，其重要动因在于对既有“基于规则的国际秩序”局限性的反思。单边主义与保护主义上升，进一步强化了全球南方寻求更大话语权与制度参与的共同诉求。

　　全球南方并非单一联盟，而是由多元平台与机制构成的合作网络，其核心理念在于尊重主权、平等互利、务实发展与协商共识。相关合作既是对南北合作的补充，也在推动更加包容、均衡的全球治理体系形成。

　　当前，全球南方的优势在于其不断提升的经济权重，以及将万隆精神延展至人工智能、气候治理、关键资源等新议题的能力。同时，通过国家、企业与社会多层次联动，合作形态日趋多元。东盟合作机制、金砖国家扩员、77国集团等框架，正体现出在开放包容基础上参与全球规则塑造的积极趋势。本质上，这是全球南方对既有国际秩序结构性失衡的集体回应。

　　记者：中国与印尼关系长期保持较强稳定性与连续性。您认为，这种稳定性主要源于哪些因素？

　　陈姝伶：从长期看，中印尼关系的稳定性并非偶然，而是人文纽带与理念共识共同作用的结果。其中，人文交流的持续深化尤为关键。

　　近年来，双方在教育、智库、媒体及社会组织等层面的互动不断拓展，推动认知、理解与互信逐步累积。这一点尤为重要，因为两国关系在1967年至1990年间曾经历“冻结期”，当时人员往来受限、信息渠道单一，社会认知一度受到偏见与误读影响。随着交往恢复并不断深化，基于现实接触形成的认知正逐步替代刻板印象，为双边关系夯实社会基础。

　　随着人员交往增多，理解与信任持续累积。正如中国古语所云“百闻不如一见”，人文交流不仅有助于减少误解、对冲虚假信息，也在潜移默化中培育长期信任，成为两国关系在复杂环境中保持稳定的重要支撑。

　　双方在合作理念与原则上的高度契合，同样构成关键支点。包括尊重主权与互不干涉、坚持互利共赢与包容发展、聚焦以人为本的发展理念，以及共同维护地区战略自主。这些共识有助于超越短期政治周期，形成更具韧性的战略伙伴关系。

　　总体来看，人文纽带与理念共识的相互支撑，使中印尼关系在历史波动后实现修复与巩固，并在更广泛的全球南方合作框架下展现持续发展的内生动力。

　　记者：您认为中国的发展经验中，哪些方面对印尼或东南亚具有现实启示？

　　陈姝伶：中国的发展经验，尤其是深圳等经济特区实践，对印尼具有重要启示。2025年3月，印尼总统普拉博沃在中爪哇省为巴塘工业城经济特区揭幕，并表达将其打造为“印尼的深圳”的愿景。截至2026年初，印尼已设立约25个经济特区。

　　深圳经验的核心在于其制度与发展逻辑。首先是政策承诺与发展连续性，稳定、清晰的顶层设计，是吸引投资与形成预期的关键。相较之下，印尼并非简单意义上的权力更为分散，而是在中央与地方关系的协调以及对地方间竞争的引导方面仍有提升空间。尽管印尼在制度形式上更具去中心化特征，但在政策规划与执行过程中，官员协同效率、财政能力及多元政治利益的平衡，仍对政策落地构成一定约束。

　　其次是以基础设施为核心的发展路径。尽管巴塘经济特区具备一定区位与基础设施优势，但在全国范围内，互联互通不足、能源供给约束及土地问题仍制约工业集聚与产业升级。

　　第三是创新驱动与技术转移。深圳由加工制造迈向创新高地的经验表明，研发投入与产学研协同至关重要。印尼若要打造“绿色智慧”产业集群，需要强化企业、高校与科研机构之间的联动。

　　第四是以人为本与包容性发展。深圳的成功辐射周边地区，将其从贫困渔村转变为出口引擎与国家创新高地。印尼需通过技能培训、中小企业融入及人才引进政策，使产业发展成果向更广泛群体扩散，这是实现可持续增长的重要保障。

　　总体而言，关键不在于简单复制某一模式，而在于立足本国国情实现制度转化与路径再创造。

　　以高质量共建“一带一路”为依托，一批标志性项目相继落地。雅万高铁、奇拉塔漂浮光伏项目等不仅提升了基础设施与清洁能源供给能力，也为区域互联互通与能源转型提供现实路径；加里曼丹、巴布亚等地规划中的水电项目，则进一步拓展绿色发展空间。

　　作为高标准基础设施标杆，雅万高铁展示了技术与管理协同推进能力，为东盟及全球南方互联互通建设提供可靠范本；奇拉塔漂浮光伏项目及其产业链布局，有望成为区域新能源合作示范。在全球能源与供应链不确定性上升背景下，这类合作的现实意义更为凸显。

　　更为重要的，是合作正由项目建设向产业协同、技术转移与人才培养延伸，助力印尼从资源型经济向工业化与高附加值发展转型。
