经济观察：海南封关半年外资《加速入琼》
海口6月16日电(记者王子谦)新加坡甜品品牌Co+Nut+Ink(椰壳饮冰淇淋)中国首店近日在海口骑楼老街开业，凭借椰子口味的冰淇淋“圈粉”。椰壳饮品牌创始人邓国荣告诉记者，海南是其走向全球市场的“第一站”。
海南自贸港全岛封关已近半年，随着“零关税、低税率”“加工增值30%免关税”等开放优势不断凸显，外资企业纷纷登陆海南。官方披露，自封关至今年4月底，海南新增外资企业1016户，同比增长35.5%。
看好海南自贸港的国际消费集聚优势，椰壳饮在海口注册企业并开设首店。邓国荣说，海南企业所得税等税负低且拥有免税政策，有利于外资企业降低成本。他希望在培育消费人群的同时，未来两年内开设冰淇淋工厂，进一步扩展中国及海外市场。
普华永道中国南部税务市场主管合伙人王舜宜认为，封关以来外资企业“加速进场”，本质上是高水平制度型开放与独特战略枢纽价值叠加的可持续增长逻辑，海南从早期的“政策预期”真正兑现为全球生产要素的“降本增效高地”。
记者注意到，封关以来外资正从散点式产业项目投资，逐步扩展至研发、生产、销售、服务等全产业链布局。从企业规模看，投资海南的不仅有西门子能源、太古可口可乐等外资巨头，还有众多成长型中小企业。
来自英国的英大龙(MichaelWright)在海口复兴城互联网信息产业园成立海南明途智略咨询有限公司，为中外企业提供战略咨询和人才服务。
他认为，海南自贸港为中国企业提供更便利的出海平台，也为境外企业提供进入中国市场的总部基地，专业服务机构将获得重大发展机遇。英大龙说，企业重点聚焦航空航天、海洋科技、医疗健康等领域，“相信这些领域必将迎来快速发展”。
封关后，海南自贸港产业方向愈加清晰，外资企业与本土经济深度融合，成为产业生态的共建者。
美国派克顿公司去年12月在海口成立子公司，投资1400万美元建设牙科3D打印材料与医疗器械生产销售亚太总部项目。项目负责人孙祖录说，该项目7月建成后，将与海南博鳌乐城国际医疗旅游先行区联动，叠加医疗器械先行先试政策与注册绿色通道便利，缩短产品上市周期。“我们将以海南基地为支点，深耕中国市场，并加快拓展东南亚市场。”
