北京6月10日电(记者赵方园)国家组织药品联合采购办公室9日发布公告，山东北大高科华泰制药有限公司(下称“华泰制药”)生产的盐酸胺碘酮注射液为第九批国家组织药品集中采购中选药品。因存在重大质量问题，该药品被取消中选资格，华泰制药同时被纳入违规名单，18个月内禁止参与国家药品集中采购申报。
根据山东省药监局检查结果，华泰制药对生产过程中发生的偏差调查评估不充分，未全面评估质量风险，风险管控及处置措施不够完善，判定存在1项严重缺陷，综合评定结论为不符合要求。
华泰制药并非孤例。2026年以来，国家相关部门对集采中选产品的质量监管持续加码。
今年4月，广州合和医药及受托生产企业成都天台山制药因美索巴莫注射液存在严重缺陷被取消中选资格并列入违规名单；同月，哈尔滨力强药业因洛索洛芬钠凝胶贴膏生产线存在严重缺陷被暂停集采申报资格18个月。5月，年产值达30亿元的山东朱氏药业也因质量管理体系存在严重缺陷，被取消输尿管介入鞘中选资格并暂停申报资格18个月。
盐酸胺碘酮注射液是一种用于抢救危重心律失常的静脉用药，属于Ⅲ类抗心律失常药物，适用于其他药物治疗无效或危及生命的室性心律失常(如室颤、持续性室速)及部分房性心律失常的紧急处理。
在2023年11月开展的第9批国家集采中，盐酸胺碘酮注射液在集采中平均降幅81%，华泰制药、方明药业、旭东海普和和泽坤元4家企业成功中选。其中，华泰制药“拿下”河北、山西、福建、重庆、四川、陕西、甘肃共7个省市。
除此次质量缺陷外，华泰制药还深陷反垄断及税务违规等多重风波。
2025年7月22日，国家市场监管总局发布公告，禁止武汉用通收购华泰制药股权案，并责令限期转让股权、解除原料药代理协议，要求恢复到集中前状态。该案成为2008年《中华人民共和国反垄断法》施行以来首例对未达申报标准的经营者集中予以禁止的案件，也是首次要求相关方对已实施的集中采取措施恢复到集中前状态。
时间回到2016年9月，彼时，武汉用通获得国内主要盐酸罂粟碱原料药企业青海制药的独家销售权；两年后，又进一步取得华泰制药的控制权，打通了从原料药到制剂生产的产业链。从2019年起，盐酸罂粟碱注射剂平均出厂单价陆续上涨60%—65%。
今年，华泰制药又多次被曝光涉及虚开发票事件。
4月，国家税务总局广西税务局官网的税务稽查栏目接连发布了10多份税务事项通知书，10多家CSO涉嫌虚开发票，受票企业主要是包括华泰制药在内的3家知名药企。
6月，沈阳鑫洪裕公司因为向华泰制药开21.5万元发票，被税务部门处罚6万元。华泰制药被指通过空壳公司套取资金，用于支付“带金销售”等不当费用及冲抵税负，目前已被公安机关立案确认虚开发票并移送检察院。(完)
