　　北京6月12日电(记者肖玉笛胡默达)“2026·全球人权治理高端论坛”6月11日至12日在北京举行。在主题为“AI时代的发展权保障与新挑战”的分论坛上，多国与会专家学者普遍认为，在鼓励人工智能发展的同时，应对其加强治理，保障各领域发展权。

　　保加利亚《24小时报》特约撰稿人格奥尔吉·格奥尔吉埃夫说，人工智能正迅速崛起为全球变革性力量，在人权、人格尊严和发展权等方面带来重大挑战。在《发展权利宣言》通过40周年之际，人工智能治理绝不是技术或监管问题，而是关乎人类基本权利的核心要务。

　　“人工智能应当服务于人，而非凌驾于人；应当赋能于人，而非取代于人。”四川大学人权研究中心执行主任李成表示，在数智时代，有必要重申发展权“以人为中心”的基本理念，实现技术进步与人的全面发展的协调统一。

　　华东政法大学数字法治研究院院长马长山认为，数字时代到来后，每个人既是生物人也是数字人，数字人权应当得到有力保护。11日发布的《国家人权行动计划(2026-2030年)》中包含了这一点，体现了中国的重视和作为。
