2026中国康复医学会“一带一路”粤港澳大湾区康复论坛暨广东省康复医学会综合学术年会29日至31日在广州举办。作为大会核心板块，主论坛“康养专场”以康养趋势、全人理念、人才建设、居家实践四大篇章系统构建康养服务新范式。
人才培育是康复、康养事业行稳致远的根本支撑。“专业人才缺口是制约行业提质升级的核心瓶颈。”窦祖林介绍，当前养老机构一线从业者需要进行系统专业培训，尤其在老人心理疏导、压疮防护、防误吸喂食等专业康复护理工作上。
“这件事需要卫健、民政部门及康养社会组织协同，打破培训壁垒，分工明确：谁牵头、谁考核、谁发证、谁回访持证人员服务质量，都需要统筹协调。”窦祖林提出多部门联动的人才培养机制，打通培训、考核、监管全链条。
窦祖林称，今年将继续推进广东省康复人才培育团体标准建设工作，以国际视野补短板、以标准体系强根基、以规范建设提质量，让康养人才从“培养”走向“育成”、从“经验型”走向“标准型”。
